Test
Air clearance testabout $200 to $700 per area
Air samples are counted by a lab. The Manual describes PCM (NIOSH 7400), which cannot tell asbestos fibres from other fibres, and TEM (NIOSH 7402), which can positively identify asbestos. Ask which one your consultant's lab will use.
-
Risk class
What "cleared" means depends on the risk class of the removal.
Low riskAir monitoring should be below 0.01 f/cc during all phases of the work. There is no separate final clearance step.
Moderate risk can apply hereFinal air results must be less than 0.01 f/cc. Aggressive sampling should be used for the final sampling if a containment was used.
High risk can apply hereThe enclosure stays under negative pressure until air tests confirm fibre levels are low enough to dismantle it.
Risk classes: Alberta Asbestos Abatement Manual (best-practice guidance; the OHS Code is the law).

Samples per area

Written report
Some prices include the report; others add it.

Clear the area
For moderate-risk work the Manual sets a final air result of less than 0.01 fibres per cubic centimetre. For high-risk work the enclosure stays under negative pressure until air tests confirm fibre levels are low enough to take it down. For a Calgary demolition, the City's permit guide asks for a clearance letter stating that all asbestos materials have been properly removed and the area is acceptable for demolition. The sources we read set no other format, so ask for a letter that shows:
- The work area and the materials it covers
- The risk class the job was done under
- The air results, with the lab method (PCM or TEM)
- Who took the samples, and whether they are independent of the removal crew
- Whether the lab takes part in a proficiency testing program
- The date
Air clearance testing runs about $200 to $700 per area. Clearance testing costs
Calgary and Alberta rules that apply
- The employer must notify Alberta OHS at least 72 hours before work that may release asbestos fibres. The Code sets no minimum quantity.
- Every worker who enters an asbestos restricted area must carry an original, valid Alberta asbestos worker card. There is no contractor licence for asbestos abatement in Alberta.
- A City of Calgary building or demolition permit needs the Asbestos Abatement Information Form before release. The form is not a permit to do abatement.
- Asbestos waste goes to Shepard landfill only: permit (no fee), appointment by 10 a.m. the day before, wetted, double-bagged in 6-mil polyethylene and sealed. $220 a tonne; $275 hard-to-handle surcharge.
- Any deposit before the work is finished means the business must hold an Alberta prepaid contracting licence. Contracts of $200 or more must be in writing.
Ask before you sign
- Which lab method: PCM or TEM
- Does the lab take part in a proficiency testing program
- Is the written report included
- Are you independent of the removal crew
Does a renovation need a clearance letter too?
The City of Calgary's demolition permit guide asks for one at inspection. For a renovation, ask the City what your permit needs, and keep the air results either way.
