Where do you stand?
Answer a few yes or no questions to see which step applies to you.

Test
Test the texture$65 to $145 a sample
The Alberta Asbestos Abatement Manual lists acoustic and stippled finishes among the ceiling materials that may contain asbestos, and notes that stipple may not have been mixed evenly, so the content can vary within one house. Test each ceiling you plan to disturb.
-
Risk class
If the texture is friable, the Manual puts removal of 0.09 m² (1 sq ft) or more in the high-risk class, and only a minor area under that in the moderate class. The contractor or consultant decides friability and the risk class on site: ask which class they assigned and why.
Low riskCovers non-friable products handled without cutting, breaking, sanding or vibrating.
Moderate risk can apply hereOnly minor areas of friable material under 0.09 m² (1 sq ft), such as a small patch.
High risk can apply hereRemoving 0.09 m² (1 sq ft) or more of friable material.
Risk classes: Alberta Asbestos Abatement Manual (best-practice guidance; the OHS Code is the law).

What removal costs
Asbestos removal, general (all materials) $4 to $10 per sq ft Popcorn or stipple ceiling on its own Too few published Calgary prices. Get written quotes. A non-asbestos texture scrape is a different, far cheaper job. Do not compare a quote for one against a price for the other.
Square footage
The area of textured ceiling sets most of the labour and the amount of waste.
Risk class
If the job is classed high risk, the work runs inside an enclosure kept under negative pressure until air tests confirm fibre levels are low enough to take it down.
Disposal
Asbestos waste from a Calgary job goes to Shepard landfill only, at $220 a tonne since February 2026.

Clear the area
For moderate-risk work the Manual sets a final air result of less than 0.01 fibres per cubic centimetre. For high-risk work the enclosure stays under negative pressure until air tests confirm fibre levels are low enough to take it down. For a Calgary demolition, the City's permit guide asks for a clearance letter stating that all asbestos materials have been properly removed and the area is acceptable for demolition. The sources we read set no other format, so ask for a letter that shows:
- The work area and the materials it covers
- The risk class the job was done under
- The air results, with the lab method (PCM or TEM)
- Who took the samples, and whether they are independent of the removal crew
- Whether the lab takes part in a proficiency testing program
- The date
Air clearance testing runs about $200 to $700 per area. Clearance testing costs
Calgary and Alberta rules that apply
- The employer must notify Alberta OHS at least 72 hours before work that may release asbestos fibres. The Code sets no minimum quantity.
- Every worker who enters an asbestos restricted area must carry an original, valid Alberta asbestos worker card. There is no contractor licence for asbestos abatement in Alberta.
- A City of Calgary building or demolition permit needs the Asbestos Abatement Information Form before release. The form is not a permit to do abatement.
- Asbestos waste goes to Shepard landfill only: permit (no fee), appointment by 10 a.m. the day before, wetted, double-bagged in 6-mil polyethylene and sealed. $220 a tonne; $275 hard-to-handle surcharge.
- Any deposit before the work is finished means the business must hold an Alberta prepaid contracting licence. Contracts of $200 or more must be in writing.
Ask before you sign
- Which risk class are you pricing this ceiling as, and why
- Is the enclosure, air testing and Shepard disposal inside the price
- Who files the 72-hour OHS notification, and when
- Will every worker in the restricted area carry an Alberta asbestos worker card
Is a small popcorn patch moderate risk?
The Manual puts minor areas of friable material under 0.09 m² (1 sq ft) in the moderate class. Anything larger is high risk.
Can I skip the test and treat it as asbestos?
A contractor can price the job as if the texture contains asbestos. A test at $65 to $145 a sample tells you whether the high-risk work is needed at all.
