Test
Test the tile, backing and mastic$65 to $145 a sample
ASB004 lists vinyl asbestos floor tiles and vinyl sheet flooring. The Manual adds the mastic and floor levelling compound underneath, and says sheet vinyl may carry an asbestos paper backing. Each layer is a separate material to sample.
-
Risk class
Flooring can sit in any of the three classes. The method and the area decide it, and the backing, mastic or levelling compound can push a job up a class.
Low risk can apply hereRemoving good-condition vinyl asbestos floor tile without cutting, breaking, sanding or vibrating it. The Manual says only hand tools, such as ice scrapers, should be used.
Moderate risk can apply hereDry buffing or stripping vinyl asbestos tile; removing 9.3 m² (100 sq ft) or less of contiguous tile or sheet vinyl with an asbestos backing.
High risk can apply hereRemoving more than 9.3 m² (100 sq ft) of sheet vinyl or tile with an asbestos backing.
Risk classes: Alberta Asbestos Abatement Manual (best-practice guidance; the OHS Code is the law).

What removal costs
Asbestos removal, general (all materials) $4 to $10 per sq ft Floor tile or sheet vinyl on its own Too few published Calgary prices. Get written quotes. The Manual says vinyl floor tiles usually contain relatively little asbestos, about 10 per cent by weight. That figure is for tile, not for sheet vinyl backing.
Area
The 9.3 m² (100 sq ft) line decides between moderate and high risk for asbestos-backed flooring.
What is underneath
Mastic and levelling compound are separate materials and can change the class.
Method
Hand tools on intact tile keep the work low risk; breaking, buffing or grinding moves it up.

Clear the area
For moderate-risk work the Manual sets a final air result of less than 0.01 fibres per cubic centimetre. For high-risk work the enclosure stays under negative pressure until air tests confirm fibre levels are low enough to take it down. For a Calgary demolition, the City's permit guide asks for a clearance letter stating that all asbestos materials have been properly removed and the area is acceptable for demolition. The sources we read set no other format, so ask for a letter that shows:
- The work area and the materials it covers
- The risk class the job was done under
- The air results, with the lab method (PCM or TEM)
- Who took the samples, and whether they are independent of the removal crew
- Whether the lab takes part in a proficiency testing program
- The date
Air clearance testing runs about $200 to $700 per area. Clearance testing costs
Calgary and Alberta rules that apply
- The employer must notify Alberta OHS at least 72 hours before work that may release asbestos fibres. The Code sets no minimum quantity.
- Every worker who enters an asbestos restricted area must carry an original, valid Alberta asbestos worker card. There is no contractor licence for asbestos abatement in Alberta.
- A City of Calgary building or demolition permit needs the Asbestos Abatement Information Form before release. The form is not a permit to do abatement.
- Asbestos waste goes to Shepard landfill only: permit (no fee), appointment by 10 a.m. the day before, wetted, double-bagged in 6-mil polyethylene and sealed. $220 a tonne; $275 hard-to-handle surcharge.
- Any deposit before the work is finished means the business must hold an Alberta prepaid contracting licence. Contracts of $200 or more must be in writing.
Ask before you sign
- Were the tile, the backing and the mastic each sampled
- Which risk class is the job priced as, and at what square footage
- How the flooring will come up: hand tools or machines
- Whether Shepard disposal is in the price
Is sheet vinyl the same as vinyl tile?
No. The Manual treats sheet vinyl with an asbestos backing separately, with the 9.3 m² (100 sq ft) line deciding between moderate and high risk.
