Test
Bulk sample lab test$65 to $145 a sample
A consultant or the homeowner collects a small piece of each suspect material and a lab analyses it. Polarized light microscopy (PLM) is the primary method for bulk samples; its range is 1 to 100 per cent asbestos, and anything under 1 per cent can only be reported as "<1%". The Manual describes point counting as a more reliable way to quantify a result, so ask whether the quote includes it.
-
Risk class
The lab result tells you IF asbestos is there. What the removal then involves depends on the material and how it will be disturbed: the Alberta Asbestos Abatement Manual sorts that work into three risk classes.
Low riskRemoving good-condition non-friable products, such as vinyl asbestos floor tile, without cutting, breaking, sanding or vibrating them.
Moderate riskRenovation or hand demolition involving drywall joint compound, stucco or mortar; minor areas of friable material under 0.09 m² (1 sq ft); glovebag work.
High riskFriable material of 0.09 m² (1 sq ft) or more; more than 9.3 m² (100 sq ft) of ceiling tile or asbestos-backed sheet vinyl; dry removal of friable material.
Risk classes: Alberta Asbestos Abatement Manual (best-practice guidance; the OHS Code is the law).

How many materials
Each distinct suspect material in the area you plan to disturb is sampled. A small renovation needs fewer samples than a survey of the whole house.
Lab fee or full visit
Some firms quote the lab fee alone; others bundle the site visit, sample collection and report. Ask which one you are looking at.
What the report shows
If you are demolishing, the City of Calgary's demolition permit guide asks for an assessment identifying the number of samples and where they were collected.

Clear the area
For moderate-risk work the Manual sets a final air result of less than 0.01 fibres per cubic centimetre. For high-risk work the enclosure stays under negative pressure until air tests confirm fibre levels are low enough to take it down. For a Calgary demolition, the City's permit guide asks for a clearance letter stating that all asbestos materials have been properly removed and the area is acceptable for demolition. The sources we read set no other format, so ask for a letter that shows:
- The work area and the materials it covers
- The risk class the job was done under
- The air results, with the lab method (PCM or TEM)
- Who took the samples, and whether they are independent of the removal crew
- Whether the lab takes part in a proficiency testing program
- The date
Air clearance testing runs about $200 to $700 per area. Clearance testing costs
Calgary and Alberta rules that apply
- The employer must notify Alberta OHS at least 72 hours before work that may release asbestos fibres. The Code sets no minimum quantity.
- Every worker who enters an asbestos restricted area must carry an original, valid Alberta asbestos worker card. There is no contractor licence for asbestos abatement in Alberta.
- A City of Calgary building or demolition permit needs the Asbestos Abatement Information Form before release. The form is not a permit to do abatement.
- Asbestos waste goes to Shepard landfill only: permit (no fee), appointment by 10 a.m. the day before, wetted, double-bagged in 6-mil polyethylene and sealed. $220 a tonne; $275 hard-to-handle surcharge.
- Any deposit before the work is finished means the business must hold an Alberta prepaid contracting licence. Contracts of $200 or more must be in writing.
Ask before you sign
- How many samples will you take, from which materials, and why each one
- Is the price the lab fee only, or does it include the visit and a written report
- Which lab method will be used, and does the lab take part in a proficiency testing program
- Are you independent of any abatement company
Can I collect the samples myself?
We found no Alberta rule that stops a homeowner from sending a sample to a lab. Health Canada's advice is to hire a professional to test before renovating, and disturbing the material to take a sample can itself release fibres.
What does a "<1%" result mean?
PLM reports 1 to 100 per cent; below that it can only say "<1%". Alberta Environment's disposal guideline defines asbestos waste as more than 1 per cent by weight, but the OHS Code's definition turns on whether asbestos might be released, not on a percentage. Ask the consultant and the landfill before treating the debris as ordinary waste.
